Human Resource Development In Order For Standards And Conformity Assessment

Government is doing its bit to streamline the electronics sector in the country. The government and the industry alike realize that there is limited availability of skilled resources in this sector, especially with the increase in the number of test labs and evaluations that are needed to be done by the manufacturers.

To address this issue, a meeting was held under the Chairmanship of Dr. Ajay Kumar, JS, DeitY on 7 March at DeitY to discuss the HRD development programme for Standards and Conformity Assessment. Dr. Ajay Kumar explained the urgent and growing need for testing and quality control personnel because of the introduction of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012, and explained how the need also provided an opportunity for the development of a new employment stream.

Since hands-on training was a necessity for this specialized field, it evolved that a reasonable test facility has to be available at the training organisation for conducting such training courses.

Based on the discussions, the following course of action was agreed upon, as reported by the DeitY newsletter:

a. CDAC Noida would propose a project for capacity development on Standards to DeitY.

b. DeitY would explore funding of a training lab at C-DAC along with costs of training 200 persons / year.

c. The training program would be explored for certification from STQC or Electronics Skill Council of India.

d. CDAC would submit a proposal by end of March 2013 to DeitY.
